By DOUGLAS QUAN The Press-Enterprise As cell phones become smaller and slimmer, they are becoming easier to smuggle into one place where they're not allowed: prison. With a bit of stealth, some cash and help from an unscrupulous guard or outside accomplice, inmates are smuggling thousands of cell phones into prisons each year, including those in the Inland region.
